Who operates this site

This site and the NAVORY service are operated by Ricardo Navarro, contact traza@tankmail.lat. NAVORY is a trade name; there is no incorporated company behind it for now, and Ricardo Navarro is the person answerable for this site and for the service. By browsing the site, creating an account or using the tools, you accept these terms.

What NAVORY is, and what it is not

NAVORY is an international-trade intelligence and coordination platform: it reads documents, cross-checks them against each other and keeps every finding traceable to the line it came from, so that a person can decide with the evidence in front of them. That is the whole of what it does, and the following limits are part of the service rather than small print:

  • ·NAVORY is not a logistics provider. It moves nothing, books nothing and contracts nothing on your behalf, and it executes no part of your operation.
  • ·NAVORY is not a customs broker and not an authority. It does not file declarations or any other procedure with the DIAN or any other authority, it does not represent you before them, and it issues no official opinions or classifications.
  • ·NAVORY is not a certifier. Nothing it produces is a legal certification, a classification ruling, a valuation opinion, or legal, customs or tax advice.
  • ·NAVORY is not a transactional intermediary. It holds no funds, settles no payments between parties and takes no position in your transactions. Paying for access to NAVORY never verifies a company, never improves anyone's position or ranking and never implies that NAVORY vouches for any party.

What this site offers today

Two things. The public pages describe the service and let you ask us to contact you. The tools at /app are working software: with an account you open the tool you need and read the result. There are six customs-review tools, two port tools and the trade scenario simulator.

  • 01Tariff classification. You describe the goods and it returns candidate chapters and headings from an index of the nomenclature, with the applicable General Interpretative Rules. It does not deliver ten-digit subheadings, does not choose between candidates, does not classify for you and does not replace a DIAN classification ruling. Automatic AI classification is in development and is presented as such on the site.
  • 02Minimum descriptions for Box 91. It assembles the description text from the data you give it and reviews the general requirements. The catalogue by subheading in Resolución 57 de 2015 of the Ministerio de Comercio, Industria y Turismo is not embedded as data: checking against your subheading's entry remains yours. It does not fill in the declaration and does not file it.
  • 03Import and export declaration review. Five reviews over a shipment's documents: document cross-check, physical inspection cross-check line by line against what is declared, customs value verification over the arithmetic of the invoice and the calculation, an assessment of whether it is ready to file, and the prior review sheet, which closes the review and exports as a printable audit package or CSV. There is no operation to create first: the case file is opened by the run itself, and what identifies the shipment is read from the documents for you to confirm. A review closes either as ready for validation or as an incomplete review with its reason.
  • 04Customs regulation index. A searchable index of regulations with what each one covers. It does not reproduce the text of the regulations and does not replace it.
  • 05Analyst question-and-answer assistant. It answers by guided search over a frequently-asked-questions base and over the regulation index. It does not generate text, does not interpret your specific case, and when it has no answer it says so.
  • 06Image and photo reading into structured text. It keeps the image as the source and structures the text you give it into fields, lines and serials. Automatic reading of the image (OCR) is in development: the tool does not extract the text from the photo on its own.
  • 07Berth window and quay line. It builds the quay line from the metres, the window and the vessels you type in. It does not connect to AIS or to any terminal system, does not assign cranes or gangs and does not issue the official berthing plan: the terminal decides and communicates berthing.
  • 08Bill of lading and port document reading. It separates the key fields with the line each one came from and verifies container numbers against their ISO 6346 check digit. Automatic reading of images and scans (OCR) is not available: a photo or a scanned PDF with no text layer is left visibly unresolved.

Customs value verification does arithmetic over the figures it reads and the ones you type in; it does not compute duties or taxes and it is not a valuation opinion. Nothing stated here is a commitment that a given feature will be built, that it will work in a particular way, or that it will be released on any date.

Use and allowance. The reference tools — tariff classification, Box 91 descriptions, the regulation index, the analyst assistant, image reading, both port tools and the simulator — are used without consuming runs. Each of the five reviews that read a shipment's documents carries a free allowance of three runs per account, counted per shipment: re-opening a result you already ran does not consume another run, and what you already ran stays available in your account. Once the allowance is spent, opening that review on a new shipment requires full access, which is a paid per-agency arrangement. No rate has been published yet: full access is agreed with you in writing before anything is charged, and this site does not process online payments today. There is no licence, automatic subscription or service level attached until that is agreed.

The scenario simulator: what it is and what it is not

The trade scenario simulator builds an illustrative scenario from the data you type in: origin and destination from a selection of ports, airports and border crossings; mode, Incoterm, regime and date; the description of the goods; and the figures of the operation. Read this before relying on it, because its limits are part of the product, not filler.

  • ·Routes are simulated. What the chart draws is the line between the coordinates of two real points. It is not a nautical or flight route, it has no calls, no estimated transits, no schedules and it is not tracking. No AIS, carrier or terminal system is consulted, and this site integrates with none.
  • ·No tariff is loaded and nothing is assessed. The simulator does NOT know the duty or VAT percentage of any subheading: you read those percentages from the Customs Tariff in force and type them in. What the simulator does is the arithmetic with the figures you typed and showing you the formula behind each line. It is not an assessment of customs duties, it is not a valuation opinion and it does not replace the official calculation. A missing figure is marked “not calculated”; it is never filled in with an assumed value.
  • ·The regulatory module has partial coverage. The Ventanilla Única de Comercio Exterior catalogue by subheading, the rules of origin and preference tables of the trade agreements, the value thresholds of the Andean Customs Value Declaration and the catalogue of minimum descriptions in Resolución 57 de 2015 are not loaded. What is shown is the base documents of the regime and the points that have to be verified, marked as such, plus the authority responsible for the subject matter of the nomenclature chapter. Naming an authority does NOT assert that your goods need a permit from it: that is confirmed at the VUCE with the ten-digit subheading.
  • ·It does not certify compliance and does not verify currency. Regulations are cited by title and their text is not embedded; the simulator consults no official online source and cannot state the date it is current to. It is not a complete list of the regulation applicable to your operation, it is not legal, customs or tax advice, and it does not certify that any shipment complies with anything.

A saved scenario keeps only the data you typed and is recalculated every time you open it. Marking it reviewed is your own statement: the system does not allow it while a figure in the calculation is missing, and for a case that genuinely cannot be completed the record is “incomplete review” with its reason. Using the simulator consumes no runs.

Your account and your files

The tools require an account with your email and a password. You are responsible for keeping that password safe and for everything done from your account: we cannot send email yet, so a forgotten password cannot be recovered or reset by email — write to traza@tankmail.lat if you lose access.

The cases, documents, queries, descriptions, readings and notes you save belong to your account and can only be read from it. You keep all rights over the documents you upload, and you confirm that you are authorised to upload them. As this is an early version, keep your own copy of everything you upload: do not use the service as your only archive, and do not upload data you are not authorised to process. We may suspend an account that breaches these terms.

Leaving us your details for a pilot

You may leave us your details as long as you provide a valid email address you are entitled to use, and truthful information. Submitting the form does not guarantee that you will be invited to a pilot, or that we will reply within any particular time. We may contact you by email about early access; you can ask us to stop at any time by writing to traza@tankmail.lat.

Responsibility for customs decisions remains yours

NAVORY is a support tool for reviewing documents before filing. It is not legal, customs or tax advice, and it does not replace the judgement of the customs agent or of any authorised person. This applies in particular to customs value, tariff classification and the goods description: the declared value, the declared subheading and the text that gets filed are decided and signed by the declarant. Responsibility for what is declared, filed or reported to the authorities, and compliance with Colombian foreign-trade regulation, rest entirely with you and your agency.

Acceptable use

Do not use this site to send unlawful or offensive content, or third-party content you have no right to share, to send other people's data without their authorisation, to make automated or bulk submissions, or to attempt to disrupt, scan or gain unauthorised access to the site. We may refuse or remove any submission that breaches these rules.

Content and brand

The texts, design, graphics and the NAVORY name on this site belong to Ricardo Navarro and may not be copied, reproduced or used commercially without written permission. You are of course free to share links to these pages.

Availability and liability

The site is offered as is. We do not promise uninterrupted availability: it may be unavailable for maintenance, changes or reasons outside our control, and we may modify or withdraw any part of it. To the extent permitted by law, Ricardo Navarro is not liable for indirect or consequential damages arising from use of this site or the tools, including the loss of uploaded files. Nothing stated here limits the rights granted to you by Colombian consumer protection rules that cannot be waived.

The data you submit is processed as described in our Privacy Policy, in accordance with Ley 1581 de 2012 and its implementing decrees.

Changes, governing law and contact

We may update these terms; the version in force is always the one published on this page, with its date. These terms are governed by the laws of the Republic of Colombia, and any dispute will be heard by the competent Colombian courts. For any question, write to traza@tankmail.lat.
